为了可持续发展，我们必须发展教育……发展教育就要求我们投入更多的人才和新科技。设在滇池边海晏村的互联网工程可以说是新生态渔业技术研究、发展、教育的建筑设计灯塔。机构本身伫立在湖边，顺着蜿蜒曲折的湖岸延伸至水中，是渔船返航的中央码头，同时也为新渔业科技的建设发展提供基础。

该项目的关键点在于连通湖体、科研人员、教育工作者及相关专业的学生。通过与周遭环境融为一体的木质基础结构，更多的可持续建筑技术有望在框架内发展。该机构将带动这一带被遗忘的渔民社区和村落成为新的地标。

To  Sustain, we must Educate….. To Educate we must Invest in our people and new technology. The IEFT in Haiyan is an architectural beacon for the research, development and education of new ecological fishing techniques sat on the Dian Lake. The Institute itself is perched upon the banks of the Lake with a curved waved form that reaches out into the water creating a central marina for boats to dock  and new fishing technologies to launch. 

A key focus in the architecture was to give it a ‘amphibious’ identity where it would be part of the Lake and connect the researchers, educators and students to the water. With a primary structural frame of GluLam, sustainable building techniques are considered within the scheme with a vision to make the building feel as aligned to surrounding woodland as well as the lake. The Institute aspires to stand as a beacon of Hope  upon the landscape reaching out to the forgotten fishing communities and villages.
